Dreamy Effect

So this will show you how to make that dreamy effect. First you need to make a new image.

I will be using this image.

Now you need to duplicate the image. Next to go Filter->Blur-> Gaussian Blur. Set it to 5.0

Now set the layer mode to Overlay. Play with the Opacity to intensify the dreamy effect more.
