Cartoon Dreamy Effect

This will show you how to make a normal image look like a dream and a cartoon is a few easy steps.

I will be using this image. First you will need to duplicate the image.

Next, go to Filter->Blur->Gaussian Blur. Set the radius to 4.5. You can play around with that for more or less of the dreamy effect.

Now the most important rule, Put the layout mode to Darken. Now your image should look similar to mine.
